Hispanic Emphasis Program

The goal of the Hispanic Emphasis Program (HEP) is to work toward enhancing employment opportunities for Hispanic employees and individuals seeking Federal employment, and ensure Hispanic Americans are represented throughout the workforce.  The program helps create a diverse North Dakota NRCS work force which provides equal opportunities for all employees and supports and promotes non-discrimination, both in the work place and in program delivery.

The HEP was established initially by a Presidential Directive in 1970 as a Sixteen Point Program for Spanish Speaking Americans.  It was designed to ensure equal opportunity for Hispanics in all aspects of Federal employment.  Hispanics are persons of Mexican, Puerto Rican, Cuban, Central or South American or other Spanish culture or origin, regardless of race.
